II. — NORTHEASTERN NEVADA STEWARDSHIP GROUP: ACTION ITEM

Pursuant to Notice 12-2009, discussion and consideration of approval of a recommendation from the Northeastern Nevada Stewardship Group for a Coordinator to direct the Habitat Conservation Assessment process for the North Fork Sage Grouse Population Management Unit (PMU) in central Elko County and all other matters related, thereto.

III. — NEVADA RURAL HOUSING AUTHORITY (NRHA): ACTION ITEM

Consideration of Resolution 16-2009 entitled, RESOLUTION OF THE BOARD OF COMMISSIONERS OF ELKO COUNTY, NEVADA PROVIDING FOR THE TRANSFER OF THE COUNTY'S 2009 PRIVATE ACTIVITY BOND CAP TO THE NEVADA RURAL HOUSING AUTHORITY; AND OTHER MATTERS RELATED THERETO. Said resolution transfers Elko County's Private Activity Bond Cap to the NRHA to be used for financing housing for low to moderate income individuals and families.

IV. — U.S. CENSUS BUREAU: ACTION ITEM

Presentation of census plans and discussion and consideration of Proclamation No. 2009-I that supports the census efforts and collaborates in the statewide efforts for developing the Nevada Complete County Campaign and all other matters related, thereto.

V. — TOWN OF JACKPOT: ACTION ITEMS

A. — Discussion and consideration of authorization to award a bid for Jackpot Street Maintenance and Chip and Seal Improvements and all other matters related, thereto.

B. — Discussion and consideration of authorization to apply for a grant for the Jackpot Wastewater Treatment Facility pond lining and treatment upgrade and all other matters related, thereto.

VI. — TOWN OF MIDAS: ACTION ITEM

Discussion and consideration of authorization to begin survey work on the Midas Fencing Project and all other matters related, thereto.

VII. — TOWN OF MOUNTAIN CITY: ACTION ITEM

Discussion and consideration of authorization to request Statements of Qualifications for the Mountain City Sewer Planning and all other matters related, thereto.

VIII. — ELKO COUNTY BOARD OF EQUALIZATION: ACTION ITEM

Discuss and consider appointment of Board of Equalization member with a term expiring June 30, 2013.

IX. — COURT FEE SCHEDULE: ACTION ITEM

Discussion and consideration Ordinance 04-2009 entitled: ADDS NEW CHAPTER 11 TO TITLE 7 OF ELKO COUNTY CODE TO IMPOSE A $20.00 FILING FEE IN CERTAIN CASES TO PROVIDE FOR PROGRAMS FOR COURT SECURITY that provides for court fees for court security programs enacted by the County Commission and all other matters related, thereto.

XI. — GREAT BASIN TRANSMISSION, LLC:

Southwest Intertie Project (SWIP): ACTION ITEM

Discussion and consideration to intervene in the Public Utilities Commission of Nevada proceeding regarding the application of Great Basin Transmission LLC for authority under the provisions of the Utility Environmental Protection Act to construct the Southwest Intertie Project (Thirtymile to Midpoint), a 500 kV electrical transmission facility and all other matters related, thereto.

XII. — NEVADA DEPARTMENT OF TRANSPORTATION (NDOT): ACTION ITEM

Statewide Transportation Improvement Program

Annual Work Program - Short and Long Range Elements for Elko County

Presentation and discussion of the proposed NDOT Transportation System Projects (TSP) document and 2010 Annual Work Plan (AWP), followed by consideration of approval of the Project document, discussion of State Transportation Department issues and all other matters related, thereto.

XIII. — NEVADA ALLIANCE 4 WILDLIFE: ACTION ITEM

Discussion and consideration of a letter of support for the Nevada Alliance 4 Wildlife (NA4W) projects in Elko County and all other matters related, thereto.

XIV. — ELKO COUNTY SHERIFF'S OFFICE: ACTION ITEM

Discussion and consideration of approval of contract with CTA Communications for Rural Interoperability Plan and all other matters related, thereto. The proposal was made in conjunction with another state grant, but that grant fell through. This is a grant funded project and the match is in-kind from Elko County.

XV. — ELKO COUNTY AMBULANCE: ACTION ITEM

Discussion and consideration of approval of Ambulance Protocol between Elko County and the City of Elko and all other matters related, thereto.

XVI. — BOARD OF COUNTY HIGHWAY COMMISSIONERS:

In accordance with Notice 17-2009, conduct a Public Hearing regarding a request for abandonment of a public right of way on Manhatten Avenue located two and one half miles South of the intersection of SR228 and SR227 and all other matters related, thereto.

In accordance with Notice 14-2009, conduct a Public Hearing regarding a request of appeal on a decision of the Elko County Planning Commission for the approval of a zone change near the South Fork area for SFG, LLC. and all other matters related, thereto.

XVIII. — SECURE RURAL SCHOOLS STABILITY ACT (SRS): ACTION ITEM

Discussion and consideration of Resolution No. 17-2009 concerning the County Election regarding the SRS Funding Program in Elko County and all other matters related, thereto.

XIX. — US FOREST SERVICE: ACTION ITEMS

A. — Discussion and consideration of comments on a proposal to construct a non-motorized trail from Lamoille Canyon to Talbot Creek and all other matters related, thereto. Comments are due by August 21, 2009.

Discussion and consideration of issues regarding the Mountain City, Ruby Mountains and Jarbidge District Travel Management Project and all other matters related, thereto.

XX. — NEVADA DIVISION OF ENVIRONMENTAL PROTECTION: ACTION ITEM

Ruby Pipeline, LLC:

Discussion and consideration of comments for the draft Air Quality Permit for Ruby Pipeline, LLC to construct a Class 1 facility and all other matters related, thereto. Comments are due by August 24, 2009.

XXI. — BLM / WESTERN WATERSHED PROJECT: ACTION ITEM

Discussion and consideration of legal and policy issues related to intervention or amicus curiae in the lawsuit between the BLM and the Western Watershed Project regarding grazing management, sagebrush removal, energy development and other public lands policies and all other matters related, thereto.

Discussion and consideration of issues related to the continued operation of the UNR Fire Science Academy including the upcoming meeting with the Nevada Board of Regents on August 14 in Reno, Nevada and all other matters related, thereto.

XXIII. — WELLS, NEVADA EARTHQUAKE DISASTER: ACTION ITEM

Update report, discussion and consideration of issues and actions related to the recovery from the damage and disruption caused to Wells, Nevada and surrounding areas by the earthquake event on February 21, 2008 and all other matters related, thereto.

XXIV. — METROPOLIS IRRIGATION RESTORATION PROJECT: ACTION ITEM

Discussion and consideration of an update report on the Metropolis Irrigation Restoration Project that will make improvements to Metropolis Irrigation District structures including the Bishop Creek Dam and a new Recreation Facility consisting of road access, campsites, picnic tables and a dock on the Bishop Creek Reservoir and all other matters related, thereto.

XXV. — ELKO COUNTY WATER RESOURCE ISSUES: ACTION ITEM

A. —Discussion and consideration of water resource management and water rights issues that may impact Elko County including possible discussion related to the Southern Nevada Water Authority pipeline project and the Central Nevada Regional Water Authority activities and issues and all other matters related, thereto.
