Controller Ron Knecht's Commentary (7/19/17) incorrectly states that the marijuana initiative (Question 2) itself "included an option for the state Department of Taxation to implement an early start program to begin on July 1.”
In fact, the initiative made no reference to “Early Start” or to any July 1 option. The July 1 “Early Start” was unilaterally and arbitrarily announced by Department of Taxation Executive Director Deonne Contine. There were no public hearings and there was no discussion or vote of approval by the Nevada Tax Commission.
Nevada "stands alone" among the states in a heedless rush to start recreational marijuana sales. The reckless, expedited "wild ride" to “Early Start” has already resulted in an embarrassing, self-created, "pot emergency.” This proclaimed "pot emergency" has made Nevada a laughingstock from New York to San Francisco.
